Egovernance-2: Why egovernnment in Nepal

As I already discuss about introduction of e-Government in my previous blogs. Where I regard egovernment as the use of information and communications technologies (ICT) to transform the traditional government by making it accessible, transparent, effective and accountable. E-government does not give any meaning of putting a numbers of  computers on the desks of government officials and also It is not limited on  just a government website on the Internet. More then this Political, social, economic and technological aspects determine e-governance. It establishes a relationship between government officials , citizens and Business, and this  provide a  greater access to government information and services by making the government accessible online; promoting citizen participation by enabling citizens to interact more conveniently with government officials. I again thanks to Dr. Madan P. Pariyar and Rajesh Shakya.  

 

Why e-Government in Nepal?

We often listened a sound about “New Nepal”. Every politician make this word a slogan and make their sound loud in the mass. We are in the transition period in process of building "New Nepal". But this word should not become only a popular slogan as most of politician do. People have some trust and aspirations with this word “New Nepal” that geared towards the peace and progress. There are many dimensions streamlined and drivers identified to make our "New Nepal" dreams come true. One of such dimensions is the reformation of the government. That means to say governance and its service process should be well reengineered to fulfill the aspirations of its citizens. Information and Communication Technology (ICT) and its tools can help its effective and efficient transformation.

 

          e-government helps simplify processes and makes access to government information more easily accessible for public sector agencies and citizens

          greater citizen participation on government works.

          e-government allows citizens to interact with computers to achieve objectives at any time and any location, and eliminates the necessity for physical travel to government agents sitting behind desks and windows

          e-government include efficiency, improved services, better accessibility of public services, and more transparency and accountability

          support economic growth and reduce poverty by improving ICT accessibilities and developing e-government applications

Egovernance-1: Introduction

I am trying to just making clear about egovernment and it’s condition in Nepal. In different program, seminar, different conference and in different presentation we option see and hear that every ICT personnal and expert were making their sound loud about it.But what actually is egoverment ???To make clear about it I take idea from different paper and presentation.so I specially like to thanks that personal Dr. Subarna shakya, Dr. Madan P. Pariyar and Adeel Ghayur

Different people are differently define the egoverment ; Some of people define Egovernment as digital governmental information and some of the people regard egovernment as consisting of creation of website, where information about political and government issues is presented.These defination are narrow and cannot conceptualize the multidimentional and complex defination of Egovernment. So I am forwarding some of general defination about this:

“Government’s use of technology, particularly web-based Internet applications, to enhance the access to and delivery of government information and service to citizens, business partners, employees, other agencies, and government entities,”

“the continuous optimization of service delivery, constituency participation, and governance by transforming internal and external relationships through technology, the Internet, and new media.”

e-Government has  been defined as ‘the use of ICT to promote more efficient and effective government, facilitate more accessible government services, allow greater public access to information, and make government more accountable to citizens.

Abramson and Means egovernment can be defined as the electronic interaction between government ,the public and employees

World Bank e-Government is the government owned or operated system of information and Communication Technology that transform relation with citizens, the private sector and/or other government agencies so as to promote citizens ‘ empowerment, improve service delivery, strenghten accountability, increase transparency, or improve government efficiency.

That means egovernment is using  an IT(information and Technology) by  government agencies inorder to create the relation citizen, business and other government sectors. These technologies can serve a variety of different ends: better delivery of government services to citizens, improved interactions with businesses and industries, citizen empowerment through access of information, or more efficient government management.Such that we  have revenue growth, reducing  corruption, increasing transparency and profit, greater convenience as result of using it.

E-Governance Theories

1. Rationalism Theory

New tools will be utilized to help in better decision making and optimizing governance processes. The theory in itself is divided into:

1. Ocean Theory: Application of e-governance and following the popular trend and adopting the ways of the leaders.

2. Peninsula Theory: Applying the tools for e-governance but at the same time taking steps to keep the cultural and traditional heritage and values within the community.

2. Island Theory

Island or Control Theory implies that the e-government tools would be used for better control of the populace. This theory is based on the concept of “information is control”.

3. Flood Theory

Also called Noise Theory is based on the fact that e-government tools such as Internet gives too much information for e-governance procedures such as decision making.

4. Cloud Theory

Cloud Theory implies that technology will not have much impact on decision making. Changes in governance and government are socially and politically driven and Internet is one of the means.

5. Tempest Theory

Tempest or Chaos theory implies that e-government tools such as Internet would make a government loose control – mainly by malpractices. 

Importance of Egovernment

The importance of egovernment is closely inter-relaed with importance of good government in country.we can see that good government as in exercise of administrative,political and economic authority to manage affair and transaction of country in each and every level.The main importance of egovernment is to support and simplify egovernance for all parties, government, citizen and business.So I am trying to list out some points which make more clear about it’s objective and importance.

  1. Better delivery of government services to citizens
  2. Improved interactions with businesses ,industries, and  citizen empowerment through access of information and Communication Technology.
  3. Supporting economic growth and poverty reduction, through improved access to ICTs.
  4. Strengthening tenets of good governance –  efficiency, transparency, accountability, and inclusiveness

An egovernment Model

The main part that can be distinruished in egovernment are government , citizen and business.so the main common interaction in egovernance are G2C(Government to Citizen), G2B(Government  to Bosiness) and G2G(Government to Government) which is clearly shown in above  figure.Gartner, an International Consultancy firm, has formulated a four phas e-government model.This can serve as a reference for government to position where a project fits in overall evolution of an egovernance strategy. Most government start by delivering online information, but public demand and internal efficiency soon require more complex services.According to Gartner, egovernance will mature according to following four phases:

  1.       Information Presence
  2.         Interaction intake process  
  3.      Transaction Complete transaction 
  4.       Transformation Integration and Changes

 

The model did not imply that all institution have to go through all phases and alla at the same time. On the contrary, in western world government institution are in only three phases 1, 2 or 3.

Release of Microsoft Office 2010 in Nepal


15 June  2010;  Microsoft Office 2010 was released worldwide. It is my luck to get chance for  attained  that  great event of releasing the office 2010 in Nepal.The program was held in the "NachGhar" at Jamal center of City in Kathmandu.That event was inaugurated by Abhishek Kant Community Program Manager, Microsoft Corporation of India.It is not right question for asking that, Is this new version of Office (Office 2010)   will success? because the download of 2.5 million beta version is itself an answer for its success.My main concern of attaining that event is to know why should i use this very new version cause i already use office 2007 which is sufficient to address my need.The program is conducted by Allen Bailochon Tuladhar ,Country Manager with Dipak Bajracharya, Ravi Chandra Koirala, Nutan marasini, Gandip Khaling, Pradeep Neupane, Prasant Dhebaju. That Event was also interactive due to some fabulous heart beating dancing performance.
 The first presentation of that event was of  Abhishek Kant. He point the most strong features of this new version in his analysis  are

What I understand the Feature of Office 2010 are really interesting and acceptable .The main features of office 2010 is conservation view where I can arranged my every mail such that it make easy to handle my emails efficiently where i can categorized, quick reply, blocked or delete unwanted mails.Calender is also another fetures in this new version where i can compare my schedule and share.Searching is also features of new version where i can search with different level of refinement.Mail tips, Social Connection, Screen Shot,Information right management and Sender Information are also some other features which make office 2010 more attractive and efficient. One of the most  interesting  feature is  Web Apps for word, Excel, PowerPoint and One Note, which help me to respond faster and better even when i am away from office.It provides high-fidelity browser-based viewing and allows me to do lightweight editing of word, Excel, PowerPoint and OneNote. Microsoft Excel of Office 2010  has spark-lines which make quicker and better informed business decision which also help to represent the graphical view and analysis of data and sharing the data.PowerPoint  has also some other additional features which has broadcast sideshow which help to broadcast presentation to other client who are not in office.This PP has  also good graphic and video feature where I can easily edit and add effect with out using addition tools.It also have the additional features for hiding confidential document with the single click. Beside this there are also other new features are added in Office 2010 such as Co-Authoring, Video editing and Formatting, Linked Note and Back Stage View where it include some improve on Sharepoint, Office OneNote, the Ribbon and others.
I think this is sufficient for me to use Microsoft Office 2010 instead Microsoft Office  2007.

Analyzing the ICT development of Nepal

As we know Nepal is the country locked by the largest two countries India and China. The variation in the structure is also another geographical identification of Nepal. So Nepal was greatly influenced by the progress of the many countries in the region that had already welcomed the development of information technology (IT), particularly the two Asian superpowers, India and China. Nepal had witnessed India's ability to carve out a market in the IT sector, and was hoping to find a place in the field. Today Nepal is also aware to recognize the importance of the production and use of information and communication technology (ICT) for competitiveness and growth and the need to incorporate national information infrastructures to sustain and expand their economies. There is no question why we need to acquire IT in developing country like Nepal; however we need to know that what role IT can play in development process of these countries. The far reaching impacts of IT are not only limited to industrial production. All economic sectors including agriculture, banking, commerce, health care, education, publishing, transportation are become fast flexible. If properly used in the developing country, IT can be the main factor in increasing productivity in public administration, communications, infrastructures, industry and agriculture.

This is the overview of ICT development of Nepal. We have lot of experience for developing country toward the knowledge base society. Since the introduction of computer for census in 1972, the country made an early start compared to the other countries, including the establishment of organizations for computerization. However, in the 1980s and 1990s, Nepal slowed down its momentum to push forward the advancement of ICT industry. Starting from the 2000s, the government instituted its first ICT policy and in 2003 organized the HLCIT to take charge of national IT policies. In 2004, it promulgated the Electronics Transaction Act and now we have again the new review on IT policy 2000 and proposed the IT Policy 2067 as a measure of procedural simplification with a view to creating a hassle-free climate for the development of knowledge based Society and eliminate the poverty from Nepal.


We feel that this policy is a significant and important step in the right direction towards the developing the ICT sector and represent the society as knowledge based society. But however several challenges have beset Nepal’s efforts aimed at building upon the initial momentum that it gained in the ICT domain. Due to the lack of political constancy deterred Nepal from effectively capitalizing on the promise Unleashed by digital opportunities as the country found itself confronting a host of competing priorities ranging from the ones posed by security challenges to that of endemic poverty and poor governance. In the planning process, the government expressed its desire to meld Nepal into a knowledge-based society. The broad objective for the IT sector was to promote IT as a tool for social and economic development; to promote social development by using IT to improve agricultural, health, education, and other services and sectors; to promote economic development by establishing an IT park to produce and export low-cost software and eliminate the poverty from country which is the one of major problem for Nepal.

We have the experience of failure for completely implementing the Policy and over the last few years with scarce resources tied up in security efforts, implementation of the IT Policy has slipped from the government’s priority list. Although the institutional provisions have been put in place, the key implementing body is too under-resourced to effectively oversee implementation. We also know that e-governance in Nepal is enhancing but still not fully developed. But we can assume this process of finalizing the IT policy was a long but inclusive one.

Today we have still many problems. Political and Social Instability, Funding depend upon highly politicized and very limited facility is provided by government which is not enough and it is not fully utilized are problem in past years. So from learning the lesson from previous chapter of implementing and developing IT Policies we have to address every aspect that reflect IT Sectors. An IT Bill outlining action plans for the sector has been drafted and is awaiting Parliamentary approval. The Ministry of Science and Technology launched a subsidized programme to provide IT training. At least three of Nepal’s four universities have computer science or computer engineering degrees at the Bachelor level, and roughly 5,000 graduates are expected from these programmes over the next few years. The Ministry is planning to establish two new institutes: the Institute of Information Technology (in the IT park in Kathmandu) and the Institute of Technology (in Western Nepal, focusing on biotechnology and IT research).

At last the future directions can be viewed as although the institutional provisions have been put in place, the key implementing body HLCIT, NITC and Ministry of Science and Technology is too under-resourced to effectively oversee implementation. An implementation programme involving both the government and private sector still needs to be encouraged and supported to maximize the potential for IT in Nepal.

On Monday, may 25 2010, I attend the presentation of SQL Server. The main attraction of that program is that the presentation is presented by Mr Rushabh Mehta. He is the president of PASS(Professional Association for SQL Server). He gave us more information about the importance of SQL Server. He also tries to elaborate the job role of SQL Server in today’s context.

   He elaborate that database is not only important for storing the data in proper order .Beside this there is also numbers of application where it pays the big roles to  perform  efficiently. here are some point that he mention there

  • Easy sharing of information.
  • Powerful analysis of information.
  • Massive Scale
  • Ready for future.

 

Today we cannot imagine our life our business with out proper database. People of today are data and information from data oriented. We always like to analysis data and get report from data so that they can manage their life and their organization in proper order. That means that there is highly demand of database. but what are the job role that database more clearly what are the job roles of SQL Server.Some of the role its are mention below.

ITS Nepal

As we know there is no doubt in considering the boom of information and communication technology (ICT) is a well-known phenomenon with a positive impact on the economy. The globalisation processes changed in a short period of time the framework of the world economy competitiveness and bring new opportunities and challenges.In Nepal there are number of IT bodies that work in this chapter .Some of them are government body, some of them are private body, some of them are community and other.Today I like to mention here is about IT-S Nepal

Information Technology Society, Nepal (IT-S, Nepal) is a forum for all ICT related Students, Youth Professional and entrepreneurs with a slogan “Youth for ICT Development”. ITS-Nepal is non profitable and non political organization established in 2003 with main objectives of extending ICT awareness to every level of personnel by organizing different level of programs on different base along with updated and suitable resources.

Information Technology Society (ITS) ,Nepal is organizing this conference for the first time in Nepal with the primary objective of spreading awareness about Information Technology to the new generation as well as enabling them to identify their role in this sector. The new generations here implies to all those who constitute a large part of information society and are at the verge of convergence to professionals. The new generation may include IT students as well as Youth IT professional. The basic objectives of this conference can be enumerated as follows:

 

  • To provide platform to the new generation (Student and Youth Professional) to demonstrate and share their knowledge gained during their academic sessions and make their mark in IT arena.

Paypal system

Introduction

 

No one have a clear definition of what is Human being. Human being is a social animal and has endless wants and needs. People like to have engaged rather than being to leisure. So people are always busy to fulfill their needs. People have no time for other extra works like shopping. So they like to shopping simply by visiting the sites and ask for orders.   But there may be some question how can customer can know about product and buy. How can customer pay their price? Isn’t it complicated? To accomplished this function successfully there is the concept called paypal system.I have illustrated this concept through some points from article of Joe Burns ans Babu Pandey.This points try to give clear cut concept of PayPal system and the condition of it in Nepal.

 

 

What is paypal?

 

Depending on whom you talk to, it's either the greatest thing on earth or the dumbest way to transfer money. The basic concept is this; PayPal offers a secure service through which funds can be transferred from one PayPal account to another. Technically no funds are actually transferred. PayPal is just a running total of how much one account was given from another and vice versa. It isn't until someone "cashes out" that money is actually "moved".The transfer is immediate and guaranteed. PayPal won't transfer funds unless the buyer has a credit line (or amount in bank account) to make the transfer.

In order to participate in PayPal, you must sign up to be a member.

In order to sign up, you are asked all the basic questions, plus you choose the traditional login and password. Your email is proven active by the computer sending you your confirmation number. You get the number, return to the site, and finish the process.

After signing up, you are asked to enter either a credit card number or bank account. Either way you go, or even if you choose to allow both, the computer system performs a check. If the accounts are active and have sufficient funds, you're good to go.  

Why I would use paypal?

Let me put it this way, the site my wife and I put together accepts credit cards. In order to be able to do that, we had to set up a secure server, attain a secure certificate from Verisign, and have a shopping cart / checkout system programmed for us. It cost us a fairly decent amount of money.

With PayPal, one can basically bypass all of that. we have seen numerous online stores that proclaim they accept PayPal as payment. The basic concept is that someone sends an email requesting to buy an item. The seller approves the sale. The buyer then goes to PayPal and makes a secure transfer of funds.

An email letter arrives in the seller's box with the text "You've Got Money!" You've Got Mail!" Get it?

The email provides a link. The seller clicks to check to make sure the correct amount of money has been transferred from one account to another. If all is on the up and up, the seller can download the payment onto a credit card, into a bank account, or request a check. The transaction is finished and the product is sent.

Beside this, the PayPal process is not just for e-business. Let's say you are in hotel  for dinner but accidentally you lost your money at that very emergency I owe you through paypal system. If we're both PayPal clients, so I can pay you for dinner. 

How does paypal make its money?

 

 This is always big concern of mine before I sign up for any site that proclaims they work for free. If it's all free...where are you making your money?

To begin with, PayPal is not free if you are a seller. In fact, there's a pretty fancy fee structure to use the service. The maximum amount you can be charged is 1.9% or your sale plus 25 cents. Now, that's the maximum mind you. If your sale is under $15, you pay a quarter.

But this thing is, PayPal isn't only getting rich off of those fees. Where PayPal is making quiet cash is interest. Remember above when I said that money is transferred between PayPal accounts? Well, as long as the money hasn't been taken out of the PayPal account and put to a credit card, bank account, or sent to you in the form of a check, PayPal holds the money in their account. While the money is in their account, they gain interest. It's a process called a "float". Those of you who have taken money out of your PayPal account also know that the transfer is not immediate. Even after you ask for your money, there is still a waiting period. The float is enforced even then.

Don't get me wrong, the process is purely legal and actually pretty clever if you ask me.

Paypal, being the biggest online payment gateway worldwide will surely provide its service to Nepal if any International banks are interested in investing or opening branch office here. People of Nepal including Pakistan and other are suffering with the problem of paypal. Webmasters/ Buyers and sellers online mostly using paypal as their payment gateway so without having a valid and verified paypal account it will be very tough to have a entry on online business.

How are People of Nepal doing business online ?

I am seeing many people are opening account using the country INDIA or USA. In case of USA they will be banned within a month by paypal but Indian accounts are being used till 5 months with $500/ year limit. However these accounts are also restricted and limited after a while. People are really suffering much here are searching alternatives. Some were buying virtually verified accounts but they also get limited after a while so it is of no use.

 

 

 

 

 

 

Experience of Microsoft Techmela

 

On Tuesday and Wednesday, March 2010, I attended the seminar of Microsoft Techmela in Staff Collage, Jaulakhel.  I was attended that program as delegate. My main goal was to acquire the knowledge and learn about new technology that the Microsoft brings for us. Program was started by Mr. Alen Bailochon Tuladhar, It was different starting then other program. Different IT personal from different field  were there. They were discussed about there role for ICT Development in Nepal. I can say that was really better discussion because every sector from government sector to private sector to International sector were attended there and gave us information what they are doing currently for ICT development.  

 

I attended the entire seminar and most attracted seminar was:

SQL Authority

This was the two day seminar about 45 minutes per day . this was presented by the Microsoft MVP Pinal Dave from India. During his presentation he reviewed about the important of appropriate Indexing in database (SQL Server) and some trick on there. He showed us that there is possible to create the image in Database. The image was really fabulous. He suggests us to visit his blog SQLAuthority.com for further knowledge. So I think that presentation was really most attractive in Techmela.

Microsoft MSDN-AA

This 45minute presentation was presented by David Lim from Singapore. He is Microsoft APAC, RHQ, Singapore. During his presentation he reviewed about the Microsoft program. Such as MSDNAA, ELMS, Dream spark, STEM-D, Academic Alliances and other important things. His presentation was really amazing.

Expression Design

This was bout 30 minutes presentation that was presented by Nutan Marasini. He introduced about Expression design for designing. He showed demo there, how we create a design page for our web site. It was really interesting.

Localization of Window 7

This is about 45 minute presented by Pradeep Neupane. He works in localization unit  for Window 7.He reviewed about the importance and usage of nepali operating system in our society as well as country. He informed us this will come in out market soon. So I am waiting for that.

Window 7 Trick and Tips

This about 30 minutes presented by Gandip. It is also one of the interesting presentations among others. I also use window 7 but I was unknown from that tricks so It was really fabulous presentation. Now a day I use that tricks frequently in my computer so it make easier to me.

 

Beside these there were also other presentation  such as photo fun with different Microsoft technology, Multipoint, Office2010,Create a game in 45 minutes, Different technology in one place and else. Every presentation is useful and interesting for us. So I was there two days full and gained lot of things. There for in my views Techmela was Successful.

ICT Nepal

Nepal is the country locked by the largest two countries India and China. Today, we have ability to talk about different technology either about past, present or future. We really feel something pride for knowing about this. Really, we are interested for upcoming new technology and looking chances for either free or else. After this point we try to analysis  a condition of Technology of our country only on the basis of analysis of us and predict as in coming 5 years everyone will have own PC and in coming 10 years we will have every things in our browser ,e-governance, ecommerce, etc.
 If we left our capital and start to analysis a condition of technology from some other village then we realized we are still 25 years behind then other powerful country. Then how can we gain our goals that were predicted only on basis of few high societies although our country is listed one of the poorest country of the world. So we have to wake up and try for better of our country. We have to change the conventional mentality of our family and societies. Although we are in 21st century, but our education pattern, administrative pattern, working pattern are still in 19th century. Now our competition is not only between us but also with world. ICT is a most important aspect of today’s world. We cannot imagine our day to day life without ICT. Undeniably to a large extent, the success of any sector or organization today depends on the application and effectiveness of the ICT. The scheme to provide ICT literacy and enhance the knowledge of ICT students and professional in Nepal has a slow progress and is not sufficient.
It is difficult to developed implementable policy to built knowledge base society and industry in the absence of well defined frame of reference. We have first IT policy 2000 provided a broad framework for the development of the IT sector in the country. Which consolidate the foundation for national economic growth and better living-standards for the next five years starting from the 2000. IT Policy 2004 (draft) plans for economic consolidation, and development and strengthening of democratic norms and values through IT. Especially, through efficient distribution of economic resources, the policy seeks to contribute to raising the living standards and eventually towards the reducing the poverty. Also government established Telecommunication Policy 2060 to create favorable environment for making IT service reliable and accessible to all people at reasonable cost with private sector in order to support social and economic development of the country. To implement objective of policy we have also IT bodies, organizations, communities, societies. High Level Commission for Information Technology (HLCIT) is the one of the largest   key institutions formed by Government of Nepal to provide crucial oversight and policy guidance for the development of ICT sector in the country, National Information Technology Center (NITC), Computer Association of Nepal,(CAN) IT Professional Forum(ITPF), ISP Association of Nepal, and other Business Associations have driven the country towards the use of ICT in economic development.
 Although political, economical, social and technological challenges are available in our country. Today, Government is willing to decentralize the responsibilities and processes throughout the system called e-government. Where government rule the country directly focused for the facilitation or empowerment of the peoples of the country. In the context of Nepal there are about 32000 villages and the most of villages are in hilly areas. Those villages are still out of direct connection to the government. So for the entering the e-government, first of all developing the e-village may be Golden Gate. For establishing the e-village the government can provide most of the services such as policy making, birth and death registration, application for citizenship, passport and driving license, personal ID for TAX etc. To implement this services awareness of local people or villagers is most important. From 2065 government of Nepal started the primary level of gateway program in villages and from 2066 also some radio program.
Today our government of Nepal is starting the Telecentres from the rural areas of Nepal so that people can access to the world of information, technology and communication that helps people to get information about the world market and technology. Telecentres are established with a view of providing Communication Technology to the people of urban and rural areas. Its main objective is to provide computer, Internet, and email technology facilities to the people of under-privileged society. Government of Nepal in its 10th five-year plan has aimed to establish 1500 rural telecentres within the kingdom, with strategic focus on content development and social appropriation, sustainability and community ownership issues. So government of Nepal has conducted different program for people of rural areas like Nepal Rural Telecenter, Centres, Telecentres, Rural Education, Agriculture Enterprise Center, Health,  e-government, Farmers, Bee keepers, Dairy producers,   Women  Association, citizenship, passport.mht etc. Therefore farmers, consumers and others will get easily their required information at any time. Although Nepal is the agriculture based country, 80% Nepalese people are depends upon agriculture,   so these type of program make more profit to farmers so that they can get their better price and also consumer also get their required things on reasonable price. This system will get ride upon conventional system. And this will create the better environment for developing the e-government in future.
As a developing country, Nepal has availed of the opportunity to rapidly develop various sectors such as education, health, agriculture, tourism, trade, among others, using information technology. It is very possible that the international community will extend its support to developing countries in the development of information & communication technology. Such assistance will certainly be significant for the national development of a least developed country like Nepal. The extensive application of this technology will give rise to economically strong, development of democratic norms and values, proportional distribution of economic resources and means and enhancement of public awareness. Hence, knowledge of Information & communication Technology is required to develop IT society in the shortest time possible for the sake of the national economy. So we need  informative program for  student and teacher of school as well as campus, which provide the knowledge of information & communication technology and encourage them to interested in computer based education and activities. It will give the knowledge to IT student of Nepal about ICT status of Nepal and give the information about ICT sector of Nepal.  It will be the lesson for other IT personal that they can do any type of program like this in their village or town and that will help to demonstrate or develop the IT Nepal. The major responsibilities for developing Nepal as ICT Nepal is for HLCIT, NITC and others but also there may be some role and responsibility by us developing our country as we are the real citizen of our country. It is not far to be our village as e-village, education as e-education, medical as e-medical and government as e-government.

With that said, I hope that you have the time to read most of this manual, and doing so will lead to a more informed and likely more successful installation experience.

This document provides general information that you should know before installing
Microsoft Windows 7.

There are two options for installing Windows 7:

Upgrade:
Choose Upgrade if you want to keep your files, settings, and programs, and if your current version of Windows can be upgraded. If no then we have custom.

Custom:
Choose Custom to install Windows on the partition you select. This erases your programs and settings on that partition. You should back up any files and settings you want to keep so you can restore them after the installation. You must reinstall your programs when the installation is done.

Before you begin:

*     Check your system file it must be in NTFS system.

*    Back up your files to an external hard disk, DVD or CD, USB flash drive, or network folder.

*    Check the Windows package to make sure your computer meets the system requirements.

*    Have your Windows 7 installation disc ready.

*    Decide whether to install a 32-bit or 64-bit edition of Windows 7. To run a 64-bit version of Windows, your computer must have a 64-bit-capable processor.

*    Find your 25-character Windows product key. You can find your product key on your computer or on the installation disc holder inside the Windows package.

*    Write down the name of your computer if you will be connected to a network. If you’re running Windows Vista, here’s how to find your computer’s name: Click Start, right-click Computer, and then click Properties. Your computer's name is displayed under Computer name, domain, and workgroup settings.

*    Read “Known issues” located near the end of this document.

*    Read the Windows 7 privacy statement online at http://go.microsoft.com/fwlink/?linkid=104288.

*    Connect to the Internet so you can get the latest installation updates. If you don’t have an Internet connection, you can still upgrade or install Windows.

*    Update your antivirus program (if needed), run it, and then disable it. After you install Windows, remember to enable the antivirus program, or install new antivirus software that works with Windows 7.

To upgrade to Windows 7

Not all versions of Windows can use the Upgrade option. If your version of Windows can’t be upgraded, you'll need to choose Custom, which installs a new copy of Windows.

 

1.   Turn on your computer so Windows starts normally.

2.   Insert the Windows installation disc into your computer’s DVD or CD drive.

3.   On the Install Windows page, click Install now.

4.   On the Get important updates for installation page, we recommend getting the latest updates to help ensure a successful installation and to help protect your computer against security threats. You will need an Internet connection to get these updates.

5.   On the Please read the license terms page, if you accept the license terms, click I accept the license terms, and then click Next.

6.   On the Which type of installation do you want? page, click Upgrade.

7.   Continue to follow the instructions. You might see a compatibility report.

A note about upgrading from Windows XP to Windows 7

You can’t directly upgrade from Windows XP to Windows 7. However, you can use Windows Easy Transfer to keep your files and settings. Then, you can use the Custom option to install Windows 7, and transfer your files and settings back to your computer.

To install a Custom (new) copy of Windows 7

Use Custom when you want to replace your current operating system entirely; you want to keep your current operating system and install Windows on an available, separate partition of your hard disk; or when no operating system is currently installed.

Custom erases your programs and settings. Back up any files and settings you want to keep so you can restore them after the installation. You must manually reinstall your programs when the installation is done.

Warning:

*    If you delete or format a partition, all data on the partition is permanently deleted, including files as well as programs and settings.

*    If there is an existing copy of Windows on the partition you selected and you don’t format or delete the partition, user files are saved to a Windows.old folder on the partition. After the installation completes, you can browse to that folder.

*    It still recommend you back up your user files to an external location before performing a custom installation.

 

1.   Turn on your computer, insert the Windows installation disc into your computer's DVD or CD drive, and then do one of the following:

*    If your computer already has an operating system installed and you don't want to create, extend, delete, or format partitions, go to step 2.

*    If your computer doesn’t have an operating system installed, or if you want to create, extend, delete, or format partitions, restart your computer with the installation disc inserted in the DVD or CD drive. This causes your computer to start (or “boot”) from the installation disc. If you are asked to press a key to start from DVD or CD, press any key. If the Install Windows page is displayed, go to step 2.

*    If the Install Windows page doesn’t appear and you're not asked to press a key to start from DVD or CD, you might need to set the DVD or CD drive to be the first startup device in the basic input/output system (BIOS). Here's how to do that:

Warning: Be careful when changing BIOS settings. The BIOS interface is designed for advanced users, and it’s possible to change a setting that could prevent your computer from starting correctly.

a.   Turn on your computer, insert the Windows installation disc, and then restart your computer.

b.   Newer computers usually display a startup (or boot) menu. On the startup menu, select "BIOS setup," or "BIOS settings," or something similar, and then press the appropriate key when prompted to display the BIOS setup screen.

Procedures vary depending on the BIOS manufacturer. Usually, you must press a key (such as F2, F12, Del, Esc) or a key combination immediately after you turn on your computer but before Windows starts. For more information, check the information that came with your computer or go to the computer manufacturer's website.

c.   On the BIOS setup screen, select the option called “Boot order,” or something similar.

d.   Select your DVD or CD drive as the first startup device, save the setting changes, and then exit the BIOS.

e.   Restart your computer, and then start Windows from the installation DVD or CD as previously described.

2.   On the Install Windows page, follow the instructions that appear, and then click Install now.

3.   On the Get important updates for installation page, we recommend getting the latest updates to help ensure a successful installation and to help protect your computer against security threats. You will need an Internet connection to get these updates. (Note: This page will not appear if you start Windows from the installation disc.)

4.   On the Please read the license terms page, if you accept the license terms, click I accept the license terms, and then click Next.

5.   On the Which type of installation do you want? page, click Custom.

6.   On the Where do you want to install Windows? page, do one of the following:

*    If you want to accept the partition that Windows chooses, and you don't want to install Windows on a specific partition or create partitions on your hard disk, click Next to begin the installation.

*    If you want to install Windows on a specific partition with enough free space, select the partition you want to use, and then click Next to begin the installation. (If you want to keep your existing version of Windows and create a multiboot configuration, be sure to install Windows on a different partition from the one where your current version of Windows is installed.)

7.   If you want to create, extend, delete, or format a partition (and you started Windows from the installation disc), click Drive options (advanced), click the option you want, and then follow the instructions. Continue to follow the instructions.

 

 

 

 

Conversion of FAT32 to NTFS

It is important to convert the file system while installing the window7. So here is the procedure to convert the file system from FAT volume to NTFS

 

1.       After completing Setup, click Start, click Run, type cmd, and then press ENTER.

2.       In the command window, type help convert and then press ENTER. Information about converting FAT volumes to NTFS is made available as shown below.

To convert a volume to NTFS from the command prompt

1.       Open Command Prompt. Click Start, point to All Programs, point to Accessories, and then click Command Prompt.

2.       In the command prompt window, type: convert drive_letter: /fs:ntfs 

For example, typing convert D: /fs:ntfs would format drive D: with the ntfs format. You can convert FAT or FAT32 volumes to NTFS with this command.

Important  Once you convert a drive or partition to NTFS, you cannot simply convert it back to FAT or FAT32. You will need to reformat the drive or partition which will erase all data, including programs and personal files, on the partition. 

1. Click Start > All Programs > Accessories, and then click Command Prompt.(or start > Run >type "cmd"
2. At the command prompt, type the following, where drive letter is the drive that you want to convert:
convert drive letter: /fs:ntfs
For example, type the following command to convert drive E to NTFS:
convert
e: /fs:ntfs
Note If the operating system is on the drive that you are converting, you will be prompted to schedule the task when you restart the computer because the conversion cannot be completed while the operating system is running. When you are prompted, click YES.
3. When you receive the following message at the command prompt, type the volume label of the drive that you are converting, and then press ENTER:
The type of the file system is FAT.
Enter the current volume label for drive drive letter
4. When the conversion to NTFS is complete, you receive the following message at the command prompt:
Conversion complete
5. Quit the command prompt.
